Analysis of Patterns and Trends of Political Participation in Afghanistan During the Republic Period (2002–2021)

Following the fall of the Taliban in 2001, the international community and Afghanistan’s political elites found an opportunity to establish a political system based on democracy and political participation. The Republic period represented the most significant and longest-lived experience of political participation in Afghanistan’s contemporary history. The first presidential election was held with broad public participation and was regarded as an important step toward the institutionalization of political participation. With the holding of several rounds of elections, participation-oriented institutions such as civil society organizations, Parliament, provincial councils, and political parties were established. Women also entered the political arena, including by standing as presidential candidates and gaining representation in Parliament. Despite these achievements, however, structural deficiencies—including the centralization of power, the influence of local commanders, security instability, the continuous decline in popular participation, and a crisis of legitimacy within electoral institutions—posed serious challenges to the consolidation of political participation. Although the constitutional framework provided mechanisms and opportunities for political participation, the absence of sufficient political will for genuine decentralization, widespread insecurity, and repeated instances of electoral fraud in Afghanistan contributed to a decline in political participation.
